Project goals:

•Production of winter diesel with a minus 28℃ cloud point (the cloud point rate to be improved to 20℃)

•Increase of light oil products

•Localization of the imported winter diesel in the northern and eastern regions of Kazakhstan

•Alignment of the production line (main petroleum products range)

Project prerequisites:

•The existing diesel hydrotreater is not adjusted to produce winter diesel without dewaxing technology

•Winter diesel is annually imported in the northern and eastern regions of Kazakhstan

•In the event the summer diesel sale is legislatively banned during the cold season, same as in Russia, Pavlodar Plant will have to stop production of summer diesel fuel, which will lead to a seasonal drop of one of the Pavlodar Plant products


The project will:

•Ensure the country’s energy security in terms of winter diesel fuel

•Improve the quality of winter diesel fuel to grade 3

•Increase the Pavlodar Plant’s oil products range by adding the winter diesel fuel;

•Partially substitute the imports and meet the actual needs of the processing feedstock suppliers

Technologies of Kinetics Technology are planned to be used in the Project.
