PKOP expansion, geologic exploration and petrochemical projects: KMG and CNPC strengthen strategic partnership

During the meeting, a joint project with CNPC was discussed to expand the capacity of the Shymkent Refinery (PKOP LLP) from the current 6 MMtpa to 12 million tonnes of oil by 2030. The “6+6” expansion configuration was endorsed and the need to accelerate the switch to the feasibility study (FS) development stage, as well as to increase the throughput of the oil pipelines supplying feedstock to the enterprise, was emphasized.
Today, the refinery employs about 2,000 people and the enterprise annually improves operational performance: in the first five months of 2025, the refining volume in PKOP amounted to 2.55 million tonnes of oil. The level of light petroleum products yield is 82%, the refinery conversion ratio is 88%.
The meeting also focused on integrated gas processing projects that form a single production chain. Progress has been made in negotiations on the Urikhtau project, which provides for the supply of feedstock from the field to the Zhanazhol GPP in the Aktobe region. Processing is scheduled to begin in 2026.
The gas processed at the Zhanazhol complex will become the feedstock for a new strategic project, Urea, which is essential to Kazakhstan's agricultural sector and gas chemical industry. For this project, the parties have agreed to complete the development of the Feasibility Study (project feasibility assessment) in the near future and validate the joint venture establishment documents. The possibility of implementing the project using an accelerated model is being considered in order to start construction works in Q1 2026.
The parties also discussed the status of joint regional studies, which identified a potential area for joint geologic exploration works within the Eastern flank of the Pre-Caspian sedimentary basin.
Moreover, KMG and CNPC are implementing a set of measures to enhance oil recovery at the jointly developed fields in order to improve the development efficiency and enhance the oil recovery factor (ORF).
