KMG's Head holds a meeting on the performance of oil refineries and petrochemical plants

As part of a working visit to the Atyrau region, Chair of the Management Board of NC KazMunayGas JSC (KMG) Askhat Khassenov held a cluster meeting on the production activities of KMG's key oil refining and petrochemical assets. The main topic of discussion was improving operating performance, increasing the share of light petroleum products and conversion ratio.
At the end of six months of 2025, the three leading refineries of Kazakhstan showed significant growth. The total absolute oil refining volume amounted to 8.83 million tonnes, which is 685 thousand tonnes more than in the same period of 2024. About 6.84 million tonnes of light petroleum products (gasoline, diesel and aviation fuel, as well as other types) were produced, which is 893 thousand tonnes (4.44%) higher than last year's figure. The cumulative conversion ratio at the three refineries reached 89.61%, and the yield of light petroleum products was 77.53%. Moreover, the combustion of process fuel and the volume of irrecoverable losses were reduced by 0.78% or by 7,333 tonnes.
In particular, the Atyrau Refinery has refined almost 2.89 million tonnes. The refinery's conversion ratio has been 88.7%, and the yield of light petroleum products, 77.29%. Please note that from 1 May 2025, the refinery reduced the oil refining tariff from KZT54,450 to KZT47,000 per tonne. This decision, reached thanks to the optimization of the credit commitments repayment schedule, helps to equalize economic conditions for all market participants. KMG's head was also informed about the progress of the delayed coking unit upgrade and the preparation for preventive maintenance (PM).
The Pavlodar Petrochemical Plant has refined about 2.87 million tonnes, achieving the highest conversion ratio - 91.81%, with the yield of light petroleum products at 73.44%. The plant has successfully completed PM ahead of schedule.
The Shymkent Refinery (PKOP) has made the largest contribution to the total volume, by refining almost 3.07 million tonnes. The yield of light petroleum products at the refinery has been 81.72%, the conversion ratio, 88.14%. PKOP has been tasked with accelerating the implementation of the investment project to expand the capacity to 12 million tonnes.
The key event of the half-year was the completion of the JV Caspi Bitum LLP plan modernization. The enterprise capacity now makes it possible to refine up to 1.5 million tonnes of oil and produce 750 thousand tonnes of bitumen annually. Over the two months since its launch after the modernization, the plant has already refined over 216 thousand tonnes of oil and produced over 78 thousand tonnes of bitumen, providing the country's road builders with high-quality products.
The KPI gas chemical complex also keeps up strong momentum: in the first half-year, it has produced almost 220 thousand tonnes of polypropylene and mastered production of 13 grades. In general, by now the product range is represented by 15 gradesof polypropylene (2 grades are undergoing homologation — verification of the product compliance with the consumers’ process and technical requirements).
