Graduated from: Karaganda University of Business, Management and Law, majoring in Legal Science.

Karaganda Buketov University majoring in Finance and Credit.

Holds an MBA degree from the Gubkin Russian State University of Oil and Gas (National Research University) (Russia).

Holds a Master's degree from the Russian Presidential Academy of National Economy and Public Administration in Moscow, majoring in Legal Science.

Work experience:

Mr. Kudabayev started his professional career in 2001 as a lead specialist in the Legal Department of the Ministry of State Revenue of the Republic of Kazakhstan.

From 2002 to 2008, he held various positions in the Legal Department of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan: lead specialist, chief specialist, department head, deputy head of the International Taxation Office, head of the Legal Office.

From 2008 to 2010 – Head of the Karaganda Region Tax Department of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

From 2010 to 2014 – Head of the Specialized Office of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

From 2014 to 2020 – Head of the Specialized Office of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

From 2022 to 2024 – Director of the Subsurface Use Department of the Ministry of Energy of the Republic of Kazakhstan.

Since 2024, Mr. Kudabayev held the position of Business Partner in the Service of the Chair of the Management Board at NC KazMunayGas JSC.

In February 2025, he was appointed Deputy Chair of the Management Board at NC KazMunayGas JSC.
