Current status
According to the tender results, an EPC contractor was identified as Renko-Kat LLP. The first part of the project has been financed by Halyk Bank of Kazakhstan JSC. At the moment, the General Contractor has started construction and installation work and mobilized equipment and people. The work is planned to be completed by the end of 2023. The issue of co-financing from the Eurasian Development Bank (EDB) is being worked out.

The project is socially important and is being implemented following the instructions of the President of the Republic of Kazakhstan, the Prime Minister of the Republic of Kazakhstan, and the Chairman of Samruk-Kazyna JSC’s Management Board.
The reconstruction project is included in the Comprehensive plans for the socio-economic development of the Atyrau region and Mangystau regions for 2021-2025.
The project aims to increase the capacity of the Astrakhan-Mangyshlak main water pipeline as well as upgrade worn-out equipment to enable water to be supplied to the population, agricultural producers and industrial and oil and gas producing enterprises. A centralized supply of water is provided by the Astrakhan-Mangyshlak pipeline to consumers in the Kurmangazy, Isatai, and Zhylyoi districts of the Atyrau region in the amount of 4.8 million m3 per year, as well as 10.5 million m3 of water every year to Zhanaozen city, Beineu, Mangystau, Karakiya, and Tupkaragan districts in the Mangystau region. Over 35% of the population of the Mangystau region and over 28% of the population of Atyrau region consume water. Water consumption by the population increases by 4-5% every year.
As well as being of great social importance, the infrastructure project affects the functioning and development of oil and gas companies, industrial enterprises, and petrochemical companies. The terms of the Project implementation provide for covering the costs of servicing loans and operating the water pipeline. Due to its infrastructural and social benefits, the Project is commercially neutral for the community and the company.
