The project is realized in terms of President of RK N.N.Nazarbayev’s Message to the people of Kazakhstan of February 6, 2008. The project is aimed at meeting the demands of the southern regions of the republic in gas (without depending on imported gas) and providing security of energy supply of the country.
Period of realization:
The first stage: 2010-2013 (capacity 5 bcm/per year)
The second stage- 2014-2019 (capacity 10 bcm/per year)
The pipeline is 1487 km long, diameter 1016 mm.
At present feasibility study and design and estimate documentation (Draft) have been developed and received a favorable opinion of RSE «Gosexpertiza».
The cost of the project in accordance with Design and estimate documentation (Draft) is 347,8 billion tenge.
Currently, Consortium of design institutes «King» JS and CPPEI are completing final adjustments to the feasibility study and design and estimate documentation.
Caspian pipeline construction draft
In pursuance of Joint Declaration of Presidents of the Republic of Kazakhstan, the Russian Federation and Turkmenistan of May 12, 2007, the Government of the RoK, Government of the Russian Federation and Government of Turkmenistan signed Cooperation agreement on construction of the Caspian pipeline.
In compliance with the Agreement , the parties provide implementation of the Caspian pipeline construction project from compressor station «Belek» ( Turkmenistan) to gas-measuring station «Aleksandrov Gai» ( Russia) with due account of reconstruction of the existing pipelines «Okarem-Beineu» and «Central Asia2-Center» for transportation of Turkmenistan and Kazakhstan natural gas on the territories of Turkmenistan, Kazakhstan and Russia.
The present Agreement was ratified by the Republic of Kazakhstan of May 14, 2009 and is valid until December 31, 2029.
In pursuance of the project realization, NC «KazMunayGas» JSC, «Gasprom» OJSC and «Turkmengas» JSC signed an Agreement on fundamental principles of cooperation in construction of Caspian pipeline on September 11, 2008 in the city of Ashhabad.
The pipeline stretching on the territory of Kazakhstan for 1217 km , will enable deliveries of Kazakhstan gas to foreign markets and transit of total amount of 20 bcm of Turkmen gas annually, including up to 10 bcm of Kazakhstan gas and 10 bcm of Turkmen gas.
Since the Turkmenistan party suggested increasing deliveries of Turkmen gas from 10,0 bcm to 30,0 bcm annually, the first meeting of Caspian pipeline construction draft realization Coordination Committee (hereinafter –Draft) accepted the starting data of the draft, with a maximum pipeline capacity of Turkmen gas to CS Beineu (RK) – up to 30 bcm per year, Turkmenistan and Kazakhstan gas from CS Beineu (RK) to CS Algai (RF) – up to 40 bcm per year.
The parties agreed upon the Protocol draft ( hereinafter Protocol draft) on amendments and supplements ( in terms of the Caspian pipeline capacity increase from 20 bcm up to 40 bcm per year) to the Caspian pipeline construction Agreement of December 20, 2007 between the Government of RK, Government of the Russian Federation and the Government of Turkmenistan.
At present, Protocol draft has been agreed upon in the state bodies of RK and sent to the Russian and Turkmen parties for approval.
The new pipeline optimal parameters (the pipeline cost, pressure, diameters) will be defined on the basis of the end-to-end hydraulic analyze, feasibility study on the territory of RK and a summarized feasibility study of the Parties.
